I seem to remember something about needing to submit 2 sets of the I-134 and supporting documents, but for the life of me I do not seem to be able to find where I believe I saw this information. Would some one confirm this, or am I not remembering correctly?

At US Embassy in Manila, only 1 copy of each (originally signed I-134 and most return 1040 +W2) is asked during the embassy interview, provided the petitioner meets the 125% of the poverty guidelines, of course. :)

What you have probably read is to have an extra copy of the signed I-134, as you will be mailing it to your fiancee.

Follow the embassy instructions letter. Info in my link.

Only 1 original I-134 and 1 copy of the most recent tax return and W-2 are required.

You may need a copy of your tax return for CFO (be sure to black out any vital info if needed at CFO)
