So is NVC who pick the date of the interview?

Yes.

Once the beneficiary receives the interview letter, he/she can proceed to the medical exam at SLEC.

SLEC is on a first-come, first-serve basis. http://www.slec.ph/us-visa-applicants.shtml

what if the interview date which the NVC schedules is not a good time for the applicant. Just in our case were the applicant are minor and still studying. What if they schedule them in the middle of their examination period at school. Will it be possible to request them for any date that will work best in behalf of the applicant especially us who lives far from manila ( Visayas )

You can contact USEM and request for a re-schedule.
