The electronic process is not available for chinese applicants any more?

Hi Guys, we need some help.

Last week we revceived a mail from NVC after we paid the AOS fee.

They said "If your case was initiated after October 4, 2010 and your case number begins with AMM, ATH,

BGH, LMA, MEP, or MTL you must submit your visa application form online. Otherwise you must submit the paper version of the form."

It seems that they don't have 3 groups like this webpage mentioned: http://travel.state.gov/content/visas/english/immigrate/immigrant-process/documents/submit/how-to-submit-documents-to-the-nvc.html.

And on this webpage(http://travel.state.gov/content/visas/english/immigrate/immigrant-process/documents/support/i-864-frequently-asked-questions.html), they also mentioned "Completing the Forms: Affidavit of Support forms should be completed on a computer, typed in CAPITAL letters. After the form is completed it must be printed and mailed. DO NOT attempt to submit the form electronically".

It seems that we can't choose EP and have to send all the documents with mails.

So we have an disagreement if the electronic process is still available for chinese applicants or not. One of us wants to send the AOS documents with mails and separately send IV package with emails because it takes 1 month or so to send mails from China to America.

Any suggestion will be appreciated, thanks in advance.

EP exists for Guanghzou - it is OPTIONAL.

the Consular Codes in the list you referenced are NOT OPTIONAL, they MUST use EP.

The website changed over the summer, about EP - it's very confusing to most (even me)

but...

EP Exists for Guangzhou.

some micro bits:

Completing the Forms: Affidavit of Support forms should be completed on a computer, typed in CAPITAL letters. After the form is completed it must be printed and mailed. DO NOT attempt to submit the form electronically".

The AOS form is never submitted electronically, is no online capture system like the DS-261 or DS-260. However, for EP for Guangzhou, you EMAIL in the AOS set, all in PDF files. 'submitted electronically' is something else, never for the I-864. EP folk email it in, instead.

Maybe i should summarize it:

"1) can I send the AOS by mail and then send the IV electronically, or do they both have to be sent by the same method?
2) if I can, at what point do you send the OPT IN email?"

1. same method - email. if you send AOS via postal mail, you are not in EP at all. ALL IV applicants at NVC must use new DS-260, EP or NOT-EP.

2. is some confusion at NVC about OPT IN these last 3 months - first, they renamed it to 'ENROLL' - but the process is the same - send an email to nvcinquiry@state.gov requesting enrollment in the optional Electronic Processing system for Guangzhou IV, with GUZ #, biodata, names, uscis casefile #.

Ryan_H has a post about it, buried in the china forum (I think) about the recent change from OPT IN to ENROLL.

for I-864 doc prep for EP - here's what I recommend:

1. fill it out , save to disk.

2. print the signature page, sign it, rescan that one page into pdf,

3. recombine all pages with a pdf tool.

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
