I don't feel I know enough of your back story to advise you on keeping in contact with him or not but the below is based on my professional experience in the UK university admissions process.

I used to process admissions for research degrees for a well known university in the UK.

I agree that if he doesn't have his visa for the uk now it will be difficult for him to start in the UK on time as it can take an age to get one and only if he has an unconditional offer from a university approved to have overseas students (or a conditional one with the only condition being meeting the English requirement and be already accepted on an English pre-masters course but most of those courses have started already)

The tuition cost for overseas students varies in the UK depending on location, duration and type of graduate degrees.

Where I worked it is around the following

1 year masters tuition range from £3,100 to £27,100 (so about $4650 to $40650)

phd tuition is from £12,600 to £31,750 per year (so about $18900 to $47625 per year for three years)

The top each of the ranges are mba and medical phd respectively but is just there for an idea.
