Shipping NVC documents plus my passport from Philippines problem

So we finished our CRBA and we are waiting for our baby girls passport etc. We also got our NOA2 for my wife and have all of the documents prepared for her to ship them to me for the NVC. I shipped my original Passport to my wife for the CRBA appointment instead of the notarized copy. Here is the issue...

My wife went to ship me my passport back along with the NVC documents we will need..Like Police Cert, Birth Cert etc. The person at the shipping office my wife went to told her that because she is shipping my passport there would be a 4 week delay in the shipping. Why would that be? My wife said the clerk offered no explanation but my wife is also shy and I dont know if she pressed the clerk on the issue.

Any explantion would be greatly appreciated. Also is there a way to work around the 4 week delay?
