Third hand information and the OP is not a native English speaker.

And his wife is looking elsewhere anyway.

One of the reasons I guess her visa was denied might be maybe the counsellor was wondering: if she can't afford to pay her child-birth bills then, how then can she afford to pay for her school fees and then take care of the children's expenses while she's studying. The Counsellor concluded she might violate her F-1 visa status and maybe become public charge. Just my 2cents

The CO had many factors to consider:

1- the taxpayers shelled out many thousands of dollars on her behalf

2- she did not do what she said she was going to do

3- there is no reason to believe that she will live up to her plans the next time (having seen how easy it was to have a child in the US and never reach into her own pocket)

4- far too many unbelievable excuses as to why she had a child in the US...

5- her credibility is hovering somewhere around 0.
