I know I got my East's and West's mixed up, but they would have to spread west a very long way and realistically the chances of that are very small.

I looked up the US Gov travel warning and Kiev is OK.

I assumed he had filed, well for CR1 anyway.

I know some lawyers are very anti filing expedites as they delay the whole process, there is some suggestion from an individual perspective that there might be a slight delay in that you have your file pulled and then it goes back at the bottom. Not sure of that is true and even if it was it makes a big difference.

(As to whether or not the fighting will spread, it depends on who you ask. The national security folks I hang around with are...concerned. Not that it will spread across the country by provence, but that Kyiv and Russia will drop the pretenses. Will they? Dunno. But if you look at the Dept of State page for the embassy in Kyiv, it's full of travel warnings, areas to stay away from, and concerns about further violence and the inability to respond to issues outside of Kyiv proper. It'd certainly guarantee I get all my paperwork filed, anyhow!)

I don't know the answer to the question but I am just wondering if he could, would it not be faster for him to travel back to Ukraine and file directly with the embassy there? Considering the situation, if possible, it might be faster.

Given the issue with MH17 last week and the escalating international tensions from that, it's probably not a horrible idea to try to expedite. Will it be granted? Who knows. But it's not gonna cost you anything to ask, eh?

Of course, to expedite, you have to file, and I'd be falling all over myself to get that filed ASAP. Before you file, post a really, really detailed post in the appropriate IR1/CR1 forum here with every.single.thing. you are going to file, so more experienced users can tell you what you should include. You should probably also include a brief bit of information about your relationship with your wife (how you met, how long you've known each other, how many times you've visited, etc) so that experienced users can tell you what potential red flags may be and what kind of things you can do to bolster your petition so that you don't receive any RFEs.

Something to consider: if things get worse before they get better and spread east, the embassy could close. ...I'd move fast, if I were you, regardless of whether or not an expedite is approved.

Lots of people get turned down for expedites....in what seem like serious cases...

Other people get approved for expedites for the most ridiculous things....Ive seen 601 approval for a case of Mono in the USC and 129F approval for 1 week of lost income.

It depends upon who you get when you call. Some people are asked to send in documents, some people just call and find in a few days their case is approved.

Expedite at USCIS does NOT equal expedite at US Embassy.....be aware of that.....they dont cross respect expedites.

Call them and try it. Don't send it in wiring unless they ask.....by far the most successes Ive seen online in the last year are from calling first.

Good luck. Just do it. You may get it and you may not.

you can request for the Expt and hopeful you will get approved

my Expt with USCIS was approved and NVC Expt also was Approved waiting for our pet to touch down to kiev embassy. my wife requested for it due to the civil war down here

there is War in Ukraine i live in the East Lugansk and i had to move down Kiev
