IR2 -, petitioner in Interview & Landing

Dear Experts

I have a friend who just received the interview date in the embassy, he is applying as IR2 "his father "the petitioner" became US citizen 3 years ago", he is applying form outside

I have two points:

1- on the 1st day of landing on US soil, is it a must that his father accompany him or at least his father should be inside US, the problem is that his father busy with some business outside US and my friend is planning to travel alone.

2- as per my info, the petitioner is recommended to attend the interview with his son, but it was written in the letter "Petitioners are not required to attend the applicant's immigrant visa interview." .. so do you have any idea ? is this is a new rule ? or it depends of the council office rules in each country ?

In your replies, it will be appreciated you attach a solid reference/experience with your answer.

To answer your first question, the petitioner must either accompany the beneficiary or already be present in the US when the beneficiary arrives.

I have no answers for you on the second question.

That I know, petitioners are only required or usually required to attend the interview for spouses and/or fiances. People with biological relationships don't have to prove the bona fides and stuff like that, like you have to for a spouse or fiancé, there is more fraud involved with those cases. I guess it would depend on how old the IR2 is, is he under 18? If he's a minor it would be better to have his father go with him. My uncle filed for his 3 kids and he's going to the interview with them because they are small. As for him accompanying him to the US that also isn't necessary unless again he's below a certain age. For travel that's about 15/16. I would contact either the NVC or the consulate in question and ask if it's necessary for the petitioner to attend the interview in this case and depending on his child's age. I would also ask if it's necessary to accompany him to the US, which I don't think it would be if he's old enough.
