Are you sure that is where your consulate instructs you to pay the visa processing fee for a K-1? That site is for online payment of the I-864 and IV fees for spousal visas, for those dealing with the NVC. Someone applying for a K-1 does not pay those particular fees, just the $240 via processing fee.

I called and got our invoice number, the fee has to be paid at the embassy. I was just following the instructions on the document. They provided links and the links provided led me to the DS-160 and IV fees. Measure twice cut once, never hurts to clarify.

In the package (regular size envelope) there were two letters. One stating your case number and other filing information, the other stating that your documents were received from the NVC. The other pages in the package, contained instructions on what you need to do and get (DS-160, Police records, medical information with vaccines and stuff) and the rest just talks about the financial support. There's one certificate you have to sign stating that you have all the necessary documents needed for your interview. Once signed, you send it back to the embassy and WAIT!!! Hope that is helpful.
