Good News this morning, my girl sent me a text we were approved. Texas Service Center so I figured it would be many months.

Ballpark how long you think it will be before we can schedule her Medical and Interview.

I will probably go over there and attend interview and hopefully fly her back to USA with me......

Depends on how quick TSC can get the petition to NVC, then how long you need to wait for your MNL # to be assigned. If the expedites are truly slowing down then things will move faster once more.

It may take 2-5 weeks for NVC to process your files and assign you a case number (average 2-3 weeks). You can probably give them a call in about 10 business days from when you receive your NOA 2 hard copy. http://travel.state.gov/content/visas/english/immigrate/nvc/nvc-contact-information.html

Or you can just wait for the NVC letter containing the MNL case # and informing you that your files are then en route to Manila. Once you have the MNL#, your fiancee can pay for the visa application fee and follow the rest of the info in Hank's site.
