Almost 4 months now but no green card in the mail yet

So, My mom paid for her GC on April this year but until today she havn't received it in the mail yet. Called several times to follow up with USCIS and she was told the same thing to wait 2-3 weeks.. after the said turn arround time of waiting, she called again and was told same thing always. She was already escalated and UCCIS contacted the Texas Service Center to have her card delivered and wait for three weeks again. But this time she doesn't want to believe them anymore. The 1 yr endorsement on her IR5 visa will expire this coming 24th of July. What can she do to extend the endorsement? Does she already need to go to the USCIS here in Dallas? The call center people seems not to care about her situation. And by the way, my dad entered the same time in the US as my mom and paid his FC on the 1st week of July..he got his GC in the mail after a week. Why my mom's took over four months? The USCIS guy also mentioned once on the phone that they made an error on my mom's receipt. They issued 2 receipts instead of just one. I don't know how big was the mess they created.

You should contact one of your congressional representatives to enquire into this matter on your behalf.

I'm not sure I follow. If you're mom entered the US a year ago, why did she pay the fee in April? I assume that she entered a year ago because you said the endorsement on the visa expired this month. The green card fee has to be paid before entry to the US, in order to avoid this kind of delay. I would schedule an info pass appointment, go in with her passport and visa, and any other documentation you have regarding her petition, like the receipts and NOA's. They should be able to extend the endorsement on the visa for another year and find out what's up with her actual green card. Also, don't worry too much because you're mom is an LPR, the fact that her visa endorsement expired doesn't mean she's out of status. It should be resolved with an info pass appointment. If for some reason it isn't, you can contact your congressman or senator, like suggested above.

The immigrant visa fee of $230 has to be paid during NVC processing. However, no one here referred to that.

The OP said that her mother's endorsement on her immigrant visa is expired. The stamp that they put on your immigrant visa to make it a temporary GC.

The green card fee of $165 HAS to be paid before entering the US. It can be paid afterwards, but in this case it seems that the OP's mom paid the fee much later after coming in.

I should have been clearer.

If the $165 fee can be paid later, as you correctly state, then it doesn't "have" to be paid before entry, as you incorrectly state first.

That's not according to me though, that is according to USCIS. They formally require that the fee be paid before entry, I never said that they wouldn't take the payment afterwards. The problem in this case seems to be that the OP's mom paid the fee almost a year later.

If the mother's IR5 endorsement expired this month, that means that the mother entered as an LPR, July of last year. She paid the fee in April of this year, waiting that long to pay the fee HAS to cause some sort of delay. This is why they require the fee to be paid before entry, precisely to avoid this kind of delay.

Now since the OP's mom did pay the fee, she can request an info pass appt as I already suggested to inquire about the green card as well as to get an extension to her temporary I-551.

usually 45 to 60 days after payment (or POE date if paid prior), stuff starts to happen @ELIS web site.

I think our opinions not matter, as the OP not come back with results of ELIS login/lookup/status, at all.
