I am US Citizen and I want to apply Green card for my mother while my mother comes here in USA, I found that I don't have her birth certificates, is there any other document that can be used as a proof to show the date of birth, My mother has indian PAN card, her passport. She travelled many times to USA on her Visit Visa.

Not sure how to overcome this situation, your help in answering this query will be greatly appreciated.

You need to get Non availability for Birth certificate from her place of Birth.

CR-1 -- California Service Center -- Mumbai Consulate, India

16th March 2010: I130 sent
25th March 2010: NOA1 Received
23rd July 2010: I130 Approved
Your I-130 was approved in 120 days from your NOA1 date.

30th July 2010: NVC Received
14th Sept 2010: Case complete at NVC
22nd Oct 2010: Interview date assigned
19th Nov 2010: Interview at 7:30 A.M IST APPROVED

Passport with visa in hand on the same day.

N400 Sent: 31st Oct 2013

NOA1: Nov 4th 2013

Letter for Biometrics recievied with Appt on 12/09/2013: Nov 18th 2013

Biometrics done: Nov 22nd 2013

In line for Interview: Dec 27th 2013

Oath Date: November 23rd (After numerous calls and Info pass inquiries to USCIS)

When I was applying for my AOS, I didn't have my birth Certificate. I attached a letter explaining that most of South Asia back in the days had a poor track record when it came to maintaining Birth Records. I sailed through my immigration without any issue. I am doing the same for my mother now as I am sponsoring her. Her I-130 got approved without the BC with a letter of explanation.

What they are mostly going to be concerned about is your birth certificate. Since you are petitioning her as a parent, they will want to see your birth certificate with her name as your mother. For now, in order to submit the I-130 you do not need her birth certificate. You will need proof of her birth when the NVC process starts. I'm sure that whatever she used to get her passport should be valid proof. Usually a letter of "no record available" or something like that plus some secondary evidence. Also it's possible that if the documentation isn't enough the consul can have you do DNA testing to prove that the family relationship exists.
