There is no reason to wait for your wife's case to leave the NVC.

Filing a CRBA and US passport for your child has nothing to do with your wife's case.

File it now and get it over with.

You need proof of your US citizenship - US passport, naturalization certificate, or US birth certificate.

You need proof that you are the father - you listed as the father on your child's birth certificate.

Proof that you meet the 5 years of US residency (2 years of which is after age 14) - high school transcript, college transcript, US tax returns, etc.

You do not need to be in Jamaica.

Since you are a citizen the child is considered a citizen by birth, so therefore you don't need to include the baby whatsoever on your wife's petition. The baby will travel on US passport and your wife with her visa.
