He might but you will want to get travel insurance that covers pre-existing conditions. If he has problems while in the US his medical bills could easily be 10's of thousands of dollars.

They will need to show strong ties to the home country proving they will return home when the visit is ended.

No one here will be able to tell you exactly. That question will be answered at the embassy. The best thing you can do is to advise him about the application. He applies on his own. He must understand the strongest ties rule and comply with it to have a chance. This means understanding USCIS views all people with any type of visa as intending immigrants. He must offset that concept with proof that he MUST return to his country.

He will note the reason for his visit. He will then need to show why he must return. You didnt say what is age is but older people have a better chance to be granted a visa due to their life style ect. He must keep in mind the long history of fraudulent use of visas relalted to India which may prevent him from getting the visa. This means he must do a very good job in preparing his case.

The decision about the visa is often made before the person is interviewed so he must portray his info in written form to include with the application if possible.

Check the Travel Insurance first, may make the tourist visa application moot.

Consultants can NOT give exact answers to the questions -- only the visa officers can do that at the interview. A lot of people get bad advice from visa consultants -- and this after they have paid lots of $$$ for it. Apply for the visa, provide open and honest answers on the forms and in the interview and see what happens. Good luck.
