There is some effort by the UN and some central American countries (Nicaragua, Costa Rica) to update the definition and have them declared as Refugees (no legal binding).

I think part of the effort is aimed at Mexico to keep them from just sending them back.

UNHCR has a resettlement programme and the US participates.

So should the visa allocation allow non traditional refugees to compete for existing visa's?

Sounds like a possible idea.. I could not find any stats before 2011 but that year the US allocated 80,000 refugee visas of which 77,000 were used.. Just cutting Africa and Asia would free up 70,000 refugee visas and the US is still meeting its obligations assuming they go through with the redefinition.

BTW as far as resettling refugees The top three countries as of 2009 were the US (60,000), Canada (10,000), and Australia (8,700), number 4 was Norway with 910...

Per capita the top three were: Australia, Canada, then the US.
