This is the process in India. I got below response when I inquired about Opt-out request.

Dear Sir/Madam:

Thank you for your inquiry.

All opt out requests must be signed and submitted to USCIS in writing. Requests may be submitted by mail to the following address:

You may also submit your request in person during our office hours Monday thru Thursday, from 8:30am to 12:30pm. Please make an appointment to appear at our office via Infopass here. We are closed for certain US and Indian holidays.

Your opt out request must include a copy of the approval notice for the petition, proof that the petitioner has naturalized, a letter containing a request to opt out of automatic conversion, and any other documentation that may be relevant to your request.

If you have an attorney or representative submit the request on your behalf, the request must include a signed G-28.

Another question, did your case converted to F1 or it's under processing, you know , because i got notice of auto-conversion on Jan, 26 and my case is still F2B!! , how long does it take to covert and if convert how long does it take to Opt-out back to F2B?

Me also in Dubai. If you get change interview destination, do let me know. My case is completed but PD is Feb 2010. So I may have sometime to get things accordingly.

When I relocated to Canada, I informed NVC immediately through email with the proof of my new country of residence. That was far before I received welcome letter from NVC. Don't wait until you are given a case number so that your application won't be delayed. Once you have case number with your initial country of residence, your application may be delayed.

I was in his situation when I traveled to Canada. Your brother should update his record with NVC with his current Dubai resident permit. Within 2 weeks he should get an acknowledgement that his record has been updated. He should also include it in his IV package when sending. With the above, his interview will be scheduled in Dubai

your case is little diiferent than my brother`s, he just got assigned case number starting from ISL obviously, but nothing is done besides that, so my brother called NVC himself from Dubai and told them his position, they said , it is possible to change embassy, write us(she provided email address), letter with a proof of your employment in Dubai and proof of residency in UAE.

we will review it ,and let you know our decision in 2 weeks.

then he asked ,should I pay fees on AOS ,or wait on decision?

he was told go ahead a pay the fee.

In your case, it already completed at NVC, and there is a possibilty they have already sent your documents it to Islamabad embassy,but donot just assume ,call NVC and ask, it not going to hurt asking, you never know,your file might be still at NVC.

once they will sent your file to embassy, changing of embassy chances will be slim to none.

QUESTION ABOUT AOS

my mother petitioned (I-130) my brother.she lives with me, never worked in USA.

now NVC asking for AOS.

my husband will give AOS for my brother.

my question is ,does my mother still need to fill I-864

which form my husband will fill?

you are 1 month ahead of him

Nothing still waiting for an IL. But it seems to be that it will takes 2 to 3 month more to become current also one of my friend whose priority date is June 2009 also waiting for an interview letter. By the way what is the status of your case?

QUESTION ABOUT AOS

your mother needs to fill the form otherwise you will get a checklist. We overlooked it in my own case, and I got a checklist

I got opt-out request approval from Delhi(India) DHS within 15 days, but just 20 days before I got email from NVC, stating "your file has been converted to F1 as you have submitted petitioner naturalization certificate to NVC"

I called them for this and informed about opt-out request approval. They told me to send email with that approval letter.

It has been 20 days, and I'm on call at present(waiting in long Q). Let's see what they say

You make sure you get Opt-out approval, before you go for interview

Did you need to get police certificate from Dubai?

I know from Pakistan is not required.

Yes you need to get certificate. you apply online and go to Al muraqabbat Police Station. In 10 mints you will get. They will mail you same time its valid for 3 months.

Any one received welcome package july August September October November December 2010 pd? My pd December 2010 I have not received welcome package yet.

I got mine yesterday, PD Oct2010.
