Hi Everyone,

Just wanted to share some good news ! Finally we got the visa !! It was a painful journey especially the last 10 days.. but we pulled it through ! Thanks to everyone on this forum for posting and sharing your experiences ! Its an amazing platform and very helpful as all of you guys know!

Here is ours:

- My son's appointment was scheduled at 7:30 at the Mumbai Consulate. It was the only option as we booked the appt online through Category 2 as he already had a prior interview where his visa was on hold as we were not able to produce the opt-out letter.

- He got in at 7:00

- There were already many folks ahead of him and had to wait for almost 1.5 hours to get to talk to the local officer who verified all his documents. They had already taken everything at the last interview so he was not asked for anything else. They had taken the medical reports, PCC (original), verification of Birth Certificate was done, 2014 Tax returns (as we did not submit those to NVC). AOS was not asked as we had submitted the originals to NVC, VAC Appt Confirmation and Photos.

- He offered the F2B opt-out letter to the officer but they said they already got the email from USCIS and did not require it.

- Then it was another 1.5 hours of waiting after which he was called for the interview with the immigration officer who was american.

- He was very cordial and friendly. He asked basic questions like - why was he not married yet, what kind of girl he plans to get married to (indian or american), how does he manage living alone, whether his parents had visited him or not, what does he plan on doing abroad. All of this was not quite an interview but a friendly discussion

- He came out after that and we all were so relieved !

The status on CEAC website changed to Administrative Processing within 15 minutes and within an hour it was "Issued"

We are now waiting for the passport to be issued!

Good luck to everyone and thanks! This most definitely was the best day of our lives..!! Will never forget the relief we all experienced. !

That's great news! Can you elaborate what was he asked 1st time? Also what is the usual answer for why still not married? And what do you mean by verification of birth certificate was done, what kind of verification they did?

My mother's flight is booked on 07th September and my interview is on 01 Sept. I have read some reviews and there are some cases where people received their passports within 2 business days. But, its a total gamble and this timing varies case to case.

Puru Im sure you will get your visa stamped on your PP within 4/5 days from interview date. Once the PP is handed over to the courier, they post the status online and you can just walk in immediately and collect it. You can track your PP here:

I did that and as soon as the status changed, I called my son who had been waiting outside the building. And he collected the PP.

Not sure which 1st time you are referring to. Usual answer for why not married was being honest - "wanted to be united with my family and settle in US and so to avoid category change I did not get married"

Verification of birth certificate - they only asked for his original and then gave that back. So I guess they compared with the photo-copy of the birth certificate that we had sent them.

I called NVC and they told me that my daughter will receive interview call only after her priority date is current. You received the interview letter last month before this month visa bulletin. Did you call them or were surprised to receive the letter

Usually, NVC sends the Packet 4/Interview letter to those beneficiaries who are going to be current in upcoming bulletin. Department of State is responsible to do all calculations every month after budgeting the numbers which is prescribed by law. All this planning work starts after 25th of every month where they do the analysis and after all that math and stats they decide to move the dates up to the certain date "x" and approach those applicants whose cases are complete and who are qualified up to that "x" date or next in queue and waiting to get current.

In this way, they start sending the interview letter after 29th to 10th of next month and that's why I received mine on 30th July. Don't worry about NVC's response, they dont know anything about the dates movement as its not their work of scope to determine the dates. NVC but surely will issue an Interview Letter and send it to you both by the end of this month or in the first week of September because October bulletin will definitely move up to 1 month for sure. I am pretty confident about it.

Yeah, I was doing some work that night and refreshed my inbox and saw this mail from Ask NVC with the subject line STD P4 APP and I didnt believe for a while and I screamed it loud .... lolzzz :P :P

I was surprised indeed and so far its the best surprise in my life :P:D

By analyzing the previous movements, F2B is running with an average speed of 1.5 from past 4-5 years. Moreover, October will be the first month of Fiscal year 2016 & fresh quota will be distributed, I believe it will move at least a month for sure. I don't see any obstacle, there are less applicants in 2008 and it seems quite a normal move.

I did not sent any E-MAIL to DHS. I followed the instructions what I found over the internet, it was a mysterious journey which wasnt even tried before by anyone. I decided to visit the USCIS/DHS Field Office in New Delhi Embassy personally, officials denied about all this procedure and said that this office has no jurisdiction but somehow I made them convinced about it when I showed them this memorandum issued by USCIS, here is the link:

They were convinced and advised me to write a request letter and sign it. I did that, and the other day Liberal_always too followed the same path and we both got our approvals by 07th Aug 15, all it took just 3 days!!

If your nephew is in Pakistan, then he must contact the New Delhi USCIS/DHS Field Office in this regard because there's no USCIS/DHS Field Office in Pakistan. Here's the link:

Moreover, it is clearly mentioned in Para 3 in this memorandum that beneficiary has to made a request in writing with the district office having the jurisdiction over the beneficiary's residence, here's the link:

"(3) CSPA Section 6 Opting-Out Provisions. Beneficiaries of 2nd preference I- 130 petitions that were automatically converted to family first preference upon the petitioning parent’s naturalization may exercise the “opt-out” provision of section 6 even if the petition in question was originally filed in the F2A category but has now converted to F2B. Aliens seeking to utilize this opt-out provision should file a request in writing with the District Office having jurisdiction over the beneficiary’s residence. Adjudicators do not need to determine the age of the alien when a section 6 opt-out request is received."

What is the priority date of ur nephew?

Was the petition (I-130) initially filed under F2B?

When did the petitioner naturalized??

Where is ur nephew lives, Pakistan or US??

Its ONLY him who can exercise this procedure. They wont accept the request made by petitioner or any body else. If he lives in Pakistan, then he must write an e-mail to DHS New Delhi (CIS.NDI@uscis.dhs.gov) and explain them about his situation. And made them clear that he wont be able to come to India as its a bit complex method for him to visit the New Delhi personally. As of now, the New Delhi people already aware with all this Opt-out procedure, they will surely help him out and may asked him to write a request letter and send it to them via e-mail. This way it will save the time and money and other resources and who knows ur nephew may get the letter within few days as they issued to us. They might send the Opt-out letter to him by e-mail in no time and inform the Department of State' Consular Section in Islamabad or Karachi whichever applies to ur nephew.

Its better that first he write an e-mail to DHS New Delhi and put an inquiry in this regard. Tell them that he is in Pakistan and they don't have USCIS Field Office in Pakistan, in fact only New Delhi has the jurisdiction over the concerned matter of neighbor countries such as Pakistan, Sri Lanka, Nepal, Bangladesh etc etc.

Can you help and send me the letter you sent and was it sent by mail and received by mail.

Sorry, I dont have a copy of it because I wrote that letter in the office of USCIS and hand over to them immediately, they did not gave me back the photocopy of it. But, I can tell you that I wrote a simple letter to the Field Office Director, USCIS/DHS, New Delhi Embassy to issue an Opt-out Approval Letter for my case no. NWDXXXXXXXXX. I mentioned my NVC case no. with my USCIS receipt No, petitioner's name & DOB & applicant name & DOB. I mentioned the rule Section-6 of CSPA and put a request that I as a beneficiary request you to provide me the Opt-out approval letter asap as my interview has been scheduled already. Along with that letter I attached Inter-office memorandum print out + NVC letter which they sent to my father last year where my category was mentioned as F2B + my interview letter.

I did not sent any e-mail or any postal mail to any drop box or postal address or e-mail id. Instead, I went there personally I met them and I made them clear about this rule and submitted above mentioned documents to them.

Where will their mail the letter as we are from Pakistan. Will really appreciate your help.

As I have mentioned in my previous post that Pakistan has no Field Office in their consulates/embassy. As per the USCIS website: The New Delhi Field Office has jurisdiction over U.S. immigration matters in the following countries: Bangladesh, Bhutan, India, Maldives, Nepal, Sri Lanka, Pakistan, and Afghanistan.

Im not sure about ur nephew as he is from Pakistan. But in my case, I submitted the letter on 3rd August and they issued it on 7th August and called me up to notify me.

Right now, tell him to contact them first via e-mail and explain them his situation and what he is needed from them.
