He has to pass though the port of entry first (airport).  Advise him to wait until the green card is issued.

I- 130 .... sent USCIS August 4, 2010 - Approved at NVC Jan 2011 received approval letter with case number and Id number

Welcome Letter..... Received Feb 23, 2016

Selected agent...Feb 25, 2016

Paid AOS and Visa Application fees.......Feb 26, 2016 

Submitted supporting doc......Mar 20, 2016 ( would have done sooner but had to wait on petitioners tax docs)

Case completed.....April 22, 2016 Received case complete letter April 27,2016

Received Interview Letter... Feb 3, 2017

Medical..... Feb 27,2017

Interview...Mar 20, 2017

Visa Issued....Mar 21, 2017

If he's in F2b he'll need to wait until he's entered and admitted to the US as a permanent resident, then he can go back and marry his gf and file for her in F2a.

If he marries her in F2b, he's abandoned his visa - its for unmarried adult sons and daughters.

If his sponsor has naturalized, then he can get married, but he'll then move to F3 and that's a longer wait time for visa approval.

I know this but his point is if I do marry and don't have any paper proof then ishe it possible that nvc don't know anything becoz he wouldn't do any paper work it will be a islamic merrige latter he will come and he will do register marrige . No one will suggest your friend to do that, because it's a visa fraud. He doesn't have visa yet, he was just approved. Why to make things more complicated, when you are almost done? Wait one more month, get your GC and then get married.

An islamic marriage is a legal contract. If he does this it is visa fraud and ILLEGAL. It is not advisable nor recommended. And USCIS does thorough vetting of any applicant, especially lately. Agreed with @Lain above. Your friend has come this far, either wait and enter and then get married, or get married and abandon the F2b visa.

well as you said your category has indeed changed so I presume you will get case complete as f1, just hold tight all will be well.

You had gotten the welcome letter from NVC with the F1 category, correct? If your files have been submitted and all fees paid, you should be getting case complete soon. If not, you can call NVC for status.

No I didn't get wellcome latter from f1 .previously I got well come latter from f2b.from f2b they want financial documents and I sent then they let me know that catagorey changed I have to do online application again for f1 catagorey which I did it about 2 months I did .nvc only sent me the latter they receive my latter . I got well come latter from f2b catagorey earlier am I suppose to get wellcome latter again form f1?

I'm not entirely sure how that would work since you received F2b welcome letter and they informed you your category had changed to F1. 

Assuming the procedure is the same, send in all required documents for F1, pay all fees and submit your application then contact NVC to inquire the status of your case. The sooner you send everything in, the easier it should be by the time your PD gets closer, in the next 3-4 i would assume.

Hello Guys,

 

I would like to know little more details about my PD (20-SEP-2011) under category F2B.

 

I am currently unmarried, and working in Singapore...I would like to know when the processing starts. I have heard that it starts 6 months before the PD, which in my case would be March or April.

 

Another query I have is, since I am working in Singapore, and my file is updated with India's address...will it cause any problem??

 

I have few other queries, but as of now, I would need answers for these.

 

I would appreciate if someone can answer me and show me a way out.

My pd is 6th March 2011,f2b and i still didn't receive any letter from NVC..I wonder why they haven't send any letter yet :(

what you can do is call NVC and ask you status or try logging in the ceac login page for this you will need your case and invoice number, once you are able to log in it means you case is being processed. But call nvc first

NVC won't help to issue faster WL. @allset You just have to wait when the 2nd chart in VB will cover your PD and there is no such a rule, that NVC opens your case 6 months before your PD becoms current. It might open 2 months before your PD get current. 

I think, that in next VB, most likely, that 2nd chart will finally move, only then you guys will receive your WL. Patience:)

oh i know it wont speedy the process to call, i'm just suggesting that he does so as to get the status. Yep NVC is a waiting game that i do know :)
