What does it mean READY on CEAC website after receiving case from USCIS

The invitation letter attached to the email is all you need.   Schedule your interview and medical exam now.  Good luck! - Jason

continue one more question, so my fiancée got email with invitation and completed DS-160, then registered on website ais.usvisa-info.com, but 10 days no available appointment also "payment" option not active (for MRV $265), I called and asked them(phone was provided in email +1 703-520-2525) when i'll be able to pay, and they said once appointment days will open then you will able to pay for it..... but how long it takes? thanks

You just need to keep monitoring.  Sometimes people would cancel their appointments and their slots will become available.  I filed K-1 visa before, I was able to secure a slot for my ex by just keep checking every day. although no slot had shown as available before.

If you are in the U.S., check in the middle of the night U.S. time.  When I was looking for appointments for my wife and her daughter, only one appointment was available.  It was due to a cancellation and I booked it at about 1am.  When I booked her son's, the consulate was posting new appointments around noon each Friday, Vietnam time.  After a few weeks of waiting for more convenient times, they posted 50+ appointments around 5pm, Friday (Vietnam time) for the entire month of November.
