There is no guarantee that after the October VB, the current PD will move one month per month if it doesn't regresses.

DOS needs to explain how they are doing the "Fallup" and Fall down" allocation of Visa numbers. Does this even make sense when every family based category is retrogressed for China? Love to see the Demand data for FB categories.

The China-mainland born Employment Third and Third Other Workers cut-off dates have advanced for the month of August, and could do so again for September. There are two reasons for this advance after the retrogression of the cut-off date earlier this summer: 1) The heavy demand by applicants with priority dates significantly (years) earlier than the previous cut-off date has declined during the past two months, and 2) declining number use in the Family preferences during May and June, combined with updated estimates of such number use through the end of the fiscal year, has resulted in availability of several hundred numbers for use in the China-mainland born Employment Third preference.

Actually if you did an analysis and taking a random sample country, let's take a big country like India you will find for Mumbai and New Delhi consulates, the number of F2A interviews around 40, and for 2013 they are saying that they issued 1,766 F2A, and by doing a simple math you will find that 40*12=480, so I don't trust their numbers at all, and it's looks like a big fake, and last year Family Preference lost 10,000 visas and that's why you see Employment Based are moving fast now, and they are saying that's why they made it current that's a big joke because they made iti current after the fact instead of moving forward the priority dates and finish the pending cases, I feel they don't process cases and retrogress to waste visas and spill them down into the employment based.

Spill Down to EB can happen per my understanding only when FB is completely used and that looks like that isn't the case.

If you look at the statistics on the link above you will find the total is only 215,753

The F2A visas issued on 2013=74,655

The total visas waste in 2013= 10247 visas

The visas waste in 2013 for F2A = 13279 , so the total 10247 has been only wasted from the F2A

And just by the end of the year they just started make it current, and they already know that it takes at least 6 months to finish the process so the fiscal year will be passed by that time, and this visas will be wasted and spilled over to the employment based, and now they are playing the game again and retrogressing and not moving the date for the F2A.

Why is it a stretch? Do you see AILA creating noise about this? and spilling over 10000 visas from FB to EB ain't a simple thing. They did create a big one in July 2007 during the EB fiasco and they still do about EB categories. Unless too much noise shows up in the media or by organizations like AILA nothing is going to change.

@yannix - its is not stretch. it is what is happening.

employment visas and USC spousal/fiancé visas are priority. The system in this country operates on 2 things: JOBS and VOTES.....LPR visas provide neither.

They don't care about LPR visas because they know we will eventually upgrade to USC (which is what they want anyway so we...what? VOTE.....).

the loss of 10K visas can not happen from incompetence. it happens because the system makes the VB current, people rush to file I-130 and PAY fees (read: money to the US economy), but it is clear that you cannot get to interview in time to get those visas when the VB is current.
