I just received my case number! :)

My question is can I pay both fees, the DS-260/ DS 261 and the two packages...can I do them all at the same time and send the packages together?

You can only pay the fees as the NVC invoices them. You will find that they don't release everything at the same time. Some people are currently experiencing waits of 30 business days to be invoiced for IV after filling out DS 261, so it is unlkely you will be able to do everything at the same time. You might be able to pay for AOS and send docs much sooner than you will be able to pay IV fee and send civil docs. I personally would not send all the docs together, as you don't know how long it will take to receive your invoice. Some people risk it and send the IV docs with the AOS before they have been able to pay the IV fee, but personally I would not risk it (just my opinion)

I think your best action now is to read Saylin's wiki (link in post above), prepare everything and do what you can when you are able. The more prepared you are, the less chance of getting a checklist which will add another 30 business days to your NVC experience.

12 September 2014 - Paperwork "In Transit" on CEAC website

15 September 2014 - Paperwork arrived at embassy (according to DHL tracking)

19 September 2014 - Paperwork "Ready" on CEAC website
7 October 2014 - Interview - VISA APPROVED!!!

9 October 2014 - Visa in hand
