Hi. I'm the US citizen and my boyfriend works in Saudi Arabia. I'm in the military and I will get station in Korea for a year. He will come visit me in Korea on a 90 day visa and we are planning to get married there. Are we qualify for DCF?

What is the nationality of your Boyfriend?

Generally people only visiting a country cant do DCF in that country. They need to be legally resident.

Does Korea (South Korea I take it you mean) allow DCF?

As you are in the military you might be able to get expedited processing of you I130.

Confusing to say the least.

So we have US, Saudi, Korea and some other country in the mix.

His nationality is Filipino but he works in Saudi Arabia as OFW. While I'm stationed in Korea for a year, he will come visit me for 90 days. And we are planning to get married in Korea and apply for visa. Does he needs to be resident of Korea too to be available to apply for DCF?

From my experience and understanding, he needs to be resident of the country where filing to be able to do the DCF. So you would need to get him under SOFA agreement and command sponsorship and live with you in Korea. You also need to have PCS orders back to the U.S.. Then you can fill DCF. If you have no PCS order back to the U.S. they will get you to file the regular way. You should email the american embassy in Korea to get more information.
