My husband (US citizen) didnt file taxes return last 2 years (2012,2013) and in the form I-864 request last recents year (3year) .. What should I do .. Can i sent photo copy of W-2 form instead ?? also he is not meet the 125% of income .. His income very super low .. but we already have joint sponsor who has every proof .. Please Help me

If his income was UNDER $10,000 he is not obligated to file. So he can just attach an affidavit explaining WHY he did not file. Unless they are demanding those tax returns. Yes you can use W2s. Especially since you have a co-sponsor, you should be fine.

This may be true but if his income is that low there will be many questions I think about how he will support you. This may then require you to be able to explain these things because he wont be there. I don't mean this will be terrible but still you should prepare to explain or they could put the case in A P until they are able to understand. One way to help them understand would be to have your husband write out a simple plan indicating how he plans to support you including living expenses ect for the first 6 months. In that time you should be able to go to work which should be included in the written plan. If W 2s are all he has then it will have to do but this is Thailand where they are known to be strict .

You haven't said what the income level of the co sponsor is and that this person will supply the tax info required. Best to use tax transcripts.
