LPR outside the US, filing I-130. (Manila) Mail or DCF?

Timeline

I am wondering if there's someone out there who had the same situation we have. I am an LPR currently in the Philippines for my second degree and preparing to file I-130 for my wife. I am not sure where to file it best, thru mail to Chicago facility or thru DCF.

If there's anyone there who had the experience (LPR filing out of the US) please kindly share the steps and processes.

I've been here for 2+ years, I am pursuing a second degree here. I left the US 2012, went back last year Dec 2013 with a re-entry permit and then went back to PI January of 2014. I'm planning to go back again to the US this Nov 2014 (No re-entry this time) but will be just for 3 weeks then continue with school here in the PI.

Can't file DCF - if you're LPR, there's ~2 years wait in F2A category as it isn't current.

Yes I am aware of the wait and we're prepared to wait atleast 2 years. Why can't file DCF? LPR not allowed to file DCF?

Honestly I don't know if you physically can, but what sense would it make ? Whole point of DCF is to speed up the process - I would that even if they accept it, they will deny it once determined PD is not current. Makes zero sense to me.

Your application will go to USCIS first. When USCIS approves the i130, that's the time they will ship it to NVC.

Courier (DHL, FedEx, LBC etc..) delivery times vary, depending on the origin of the package. It can take 4 days to a week unless you opt for a faster service.

I was on the same boat as you are way way back. My advise is you should read/studied carefully the i-130 instruction sheet before filing. Make sure you have all the basic requirements before you file. I wouldn't worry about the whole timeline or time frame process. You wanna make sure your i-130 gets approved and worry about the rest later. The only delay you may encounter is when you get RFE. Good luck again. I filed mine last monday at USEM and still waiting for approval.

LPRs cannot file DCF.

In addition, it sounds as though you have abandoned your residency, since you aren't actually living in the US and have no plans to do so anytime soon.
