NVC sent us an email that they already done reviewing my brother's case. Unfortunately, when I checked the visa bulletin for F2A it moved backward to May 1, 2012. My brothers PD is September 5, 2013. Another question, according to his paper he is under F2A However, he already aged out and I dont know what will happen to his case. Please help me guys understand this.

When did he turn 21? CSPA will be applied by NVC or the consul on his interview day to determine his "immigration age".

Immigration age should be less than 21 in order to get the F2A visa. If his IA shows 21 or more, he will be transferred to the F2B category with a 10-year waiting period.

Was your brother' CSPA age under 21 when his PD first became current?

Did he file a DS-260 before his PD retrogressed?

If yes to both questions, then his CSPA age was locked in when his PD first became current.

If no to the first question, then he has aged out into the F2b category and must wait there.

If no to the second question, then CSPA has not frozen his age and his CSPA age will be calculated based on the next time his PD is current.

CSPA is applied on the date the PD becomes current. The interview date has nothing to do with it.

What I meant is the consul will compute CSPA age to determine if he will get approved for the F2A visa or not.
