In 2011 i made only $12000, I was oversea 4 months

In 2012 i made $13000, i was oversea also.

In 2013 i made $19770

Do i need co-sign?

If you are sponsoring one person and you don't have any dependent only you then your household size is 2 including you and the person you are sponsoring....according to the guidelines you should be making at least $19,662 and so on. Since you don't have a timeline and neither specify how many people you are sponsoring It is hard to tell if you need a co-sponsor or Joint sponsor.

It is commonly thought you are required to produce 3 years worth of tax returns, and some consulates do in fact require this. Regardless, your most recent personal income tax returns are the most important core document under consideration. Prior years are only relevant to help show stability and a history of earnings. The amount of income in prior years is not generally very important. So since you are only sponsoring one person and has no dependent according to the poverty guidelines $19,662 is the minimum required for a household of 2...As you mentioned Last year you made $19,770 this means you don't need a co-sponsor. But keep in mind that the poverty guidelines change every year. When filing the I684 form dont forget to include an employment letter saying since when you started working, what you do and your salary, this will proof that you are currently working and stable and also include copy of recent pay-stubs at least 3.

Its not about last year what do you currently make and do you have pay-stubs and employment letter to that fact. That's what they want to see current salary.
