Hi all,

I am just putting everything together and planning to deal with backlogged NVC :) I have searched extensively but couldn't find a conclusive answer for this question anywhere. So people who have experienced it already please let me know: if I (petitioner) can submit the DS 260 on behalf of my wife (beneficiary) and sign it as well since you have to print the confirmation page?

People who have done it themselves without getting into a problem or without getting a checklist please let me know. Your help will be extremely appreciated. Thanks!

Yes, if he filed a 1040 and the total income line is $0, then that's what you'd put on the I-864. If you put any other number, it won't match the tax information, thus NVC will issue a checklist.

Thank you Saylin. Now this may seem stupid, but from what I hear, when it comes to NVC everything is stupid. On my husband's taxes it is written as "0" on line 22 (without quotations of course) do I need to write it this way on the i-864? Or as "0.00" ? I've seen on here that someone got a checklist for just "0".

I did it for my wife and never got checklisted. Its just that its a big form and you must have all the information of your wife with you.

In fact my ds 260 with supporting IV documents were accepted last week. So it shouldn't be a problem.

I did it for my wife and never got checklisted. Its just that its a big form and you must have all the information of your wife with you.

In fact my ds 260 with supporting IV documents were accepted last week. So it shouldn't be a problem.

Thanks Saylin. I reviewed your references. But i am looking for some color on the expected wait time before being able to send in the IV package and complete DS260.

Per your flow chart, I assume IV invoice is dependent on DS 261 acceptance. we completed DS 261 last week (6/26). I did not get any communication that DS261 was accepted yet. It does shows as "completed" in the forms page. Any idea how long the current wait for the IV invoicing from this point?

When i log into the forms page, it does shows "Pay Now" under IV fee section, but when i click on this Pay Now link, it takes me to the invoice payment page. However, the check box to select the IV fee payment is not shown in the invoice payment page. Is this normal? I assume I have to wait till NVC invoice IV fee for this check box to appear, correct?

Yes, the IV bill is dependent on the DS-261 being accepted and added to the case file. It's currently taking around 30 days for this. You won't see any change on the online forms portal per the DS-261 (it'll stay as 'Completed'). The only change you'll see online is in the payment portal when you can finally pay.

Thanks for your kind words. The system needs to be fixed. The checklist are being issued for very small matters pushing the whole case to next 30 days. Hi, I got my case number, invoice ID number and beneficiary id from NVC when I contacted NVC. (I am a petitioner living in USA and my spouse is an applicant living in India). I tried to give my email address and my spouse's email address to NVC. He told me to call next week to give him my email address and my spouse's email address. Should I call again to give NVC our email addresses so NVC will email us?

Second, my case number begins with NWT. (I didn't hear catching case number very well. I have trouble with my hearing.) I selected new Delhi for my spouse to get visa at US embassy in New Delhi. I researched on google and found out that NWD stands for New Delhi. So NWT is not correct? should I email NVC to give me legible case number, IIN and BIN?

Third, I was not sure which website I should start on with my case number (both NWT or NWD) so I used https://ceac.state.gov/IV/Login.aspx

"Please be advised that the case that you have attempted to access is not eligible for further processing by the National Visa Center at this time. Please contact the National Visa Center if you believe that you have received this message in error. " What does it mean?

Maybe I used wrong website. Which website link (or what website) should I start to enter on with my case number, IIN and BIN that were given?

I can't be of much help other than to tell you that there a few of us in the same boat, if that makes you feel any better :/ I called last week and found out that I had been assigned a case number and an IIN on June 20th. (NOA2 received May 20th) The operator informed me that these numbers will be useless until I actually receive the email from NVC. They are beyond the 30 day limit that the NOA2 gives them to contact me, and I have called twice and emailed twice, nothing I can do but wait.

Just so you know, when I go to the main CEAC site, I get the same message that my case is not eligible for further action. I am able to log on to the payment portal, but both payments say "not yet invoiced" so I can't actually do anything.

I actually took the opportunity to email my Senators, since they are over the 30 days stated in the NOA2, and my Senator's office agreed to help me and contact NVC directly. They said NVC is required to respond to a Senator's inquiry within 48 hours, so I'll let you know what they tell me. Maybe my Senator won't get any new info, but I figured it was worth a shot and they actually replied right away.

I'm going to be sending my documents by snail mail instead of EP. Is there something I need to do to let NVC know that, that is my choice? Or as soon as the AOS packet is available should I just send in the documents?

Good call, learned from us doing EP :thumbs: As a Canadian you have a choice and you don't need to let NVC know. Good luck to you!
