can i use a I-864W for a stepchild under 14years ?

I would like to ask if we can use form I-864w for the stepchild of a US Citizen and is under 14 years

Are you petitioning to bring then to the US via an I-130? Are they already in the US and you are filing the I-130 and I-485 together? If so, what visa did they enter with?

Why would the child be exempt from the I-864 requirements?

I don't believe a step-parent can do this, only a natural or adoptive US citizen parent.

Exactly, the child has to become a USC once entering the US to meet the exemption, and the child of stepparent does not automatically gain US citizenship.

Hi,

To use the I-864w, the child has to be able to gain US citizenship from a legal USC parent upon entry with an immigrant visa.

A stepparent can not pass US citizenship to a stepchild.

If your spouse is a USC and the child will be coming to live with her, then you can use the I-864w. Otherwise, you are stuck with the I-864 or I-86EZ.
