My joint sponsor filled out all the forms but only one thing is missing because of the human resources his company. They do NOT provide job letter less than a month and i dont want to wait a month in order to file my whole documents...

Can i file i864 by joint sponsor along with his 1040 forms (Individual Income Tax Return) and W2s of three recent years ?

If you want you can use tax transcripts it can be order or print immediately here http://www.irs.gov/Individuals/Get-Transcript instead of using 1040 forms and W2s, but is up to you...

I think that it is good to include an employment letter to show that the joint sponsor is currently working. Did the joint sponsor explained for what he is requesting the letter? If he/she didn't say it is about immigration stuff he/she should try to ask again they might try to give the employment letter as soon as possible. Give it a try, you never know. Good luck!
