NVC case number and IIN number obtained but confused

I called up the NVC this week and received the case number and IIN number. I asked her when I could fill out the DS 261 online and she said they would send me an e mail. Is this correct? Can I go ahead and fill out the DS 261 or do I have to wait for an e mail with instructions.

Also where is the link to fill out the DS 261 online?

No you do not have to wait on NVC for anything. Access the payment portal if AOS fee and DS-261 is there go for it.

The NVC Process wiki is in my signature I would read that so you know whats happening.

Case Complete to Interview spreadsheet

Go to CEAC and try to see if you can log in and fill out DS-261, and pay the AOS fee (and IV fee if they let you). The portal is the ONLY indication of progress at this point and even then it needs to be inferred.
