The FBI has twice rejected your fingerprints as being unclassifiable. Please obtain police clearance or CORI report from each town, city or jurisdiction where you have lived for the last five years including overseas residence and in the United States since April 12, 2013 to present. A police clearance letter is a letter from the police station that has/have jurisdiction over your residence which indicates whether or not you have a criminal record or been arrested. If you have been arrested please provide certified copies of the court disposition records for any and all court appearances.
Does it mean I have to provide a new police clearance back in my country in the philippines? pls I need help

Have you tried inquiring at the Philippine embassy that has jurisdiction over your state? I don't think you can apply for a NBI clearance without going to NBI personally (that is, in Philippines). So maybe you can check with the PH embassy first if they can help or have a process in getting another type of police clearance like a PNP clearance or something else?

Try to call philippine consulate near you,I'm not sure if all the consulate processing NBI..I got my NBI here in our consulate in Dubai ?

no - it does not mean anything about the PI,

unless you were still IN the PI after April 12, 2013

If you left the PI before April 12, 2013 and were in the USA on April 12, 2013 then

you can go to a police office and chase after manual fingerprinting with them, asking for a FBI approved fingerprinting card, and ask for a police report on you.

the police report(s ) asked for, I assume, are for your time in the USA, so must get a police report from each city or county where you have lived since April 12, 2013.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
