my sister is completing her N400 form and we're unsure how to answer question 7a of Part 11.

she's a dependent, hasn't worked since she's been a permanent resident. no income, no job, so she hasn't filed a return. our mother files for her on her taxes as dependent. she's 24, been going to college in that time.

how should she answer 7a of Part 11 (have you ever not filed a federal, state or local tax return since you became a permanent resident?). Should she yes and then write explanation and what explanation should she give and what supporting docs can she send along with her n400 form?

The question is ... Has she ever filled an income tax form ... not, has anyone ever claimed her as a dependent for tax purposes.

She has not filed herself because she has never had income.

I think the answer is easy ... No

and let her bring copies of your mother tax return

Answer Yes. Write a brief explanation on a separate paper and make sure it has her A# and her signature and include her mom's tax returns.
