He will have to travel there to get it. The only time there is exceptions is when a country does not issue them period. There was a post recently regarding this and the visa issuance is on hold until the police certificate is presented.

Israeli Police Certificates

Israeli Police Certificates are available for citizens and residents of Israel as well as nonresidents. Police certificates may be requested at any Israeli police station. They are sent directly to the U.S. Embassy. Former residents residing outside of Israel should apply in person at an Israeli consular or diplomatic mission.

Israeli police records are centralized and automated. Cases are indexed according to a unique identification number (Israeli National Identity Number) for Israeli citizens. Non-Israeli citizens are assigned an I.D. number which also identifies them.

Criminal records are purged from the official police record seven years after the conviction. In extraordinary circumstances, individuals can obtain a full print-out of their record including expunged convictions. Police will not provide this to the Embassy, and these print-outs have no legal effect in Israel.

Do they have an Isreal embassy there? Maybe you can talk to them.

Former residents residing outside of Israel should apply in person at an Israeli consular or diplomatic mission.

Here is a list of all Israeli Embassies:

If that doesn't open, just type it in your address bar and you can get there.

If you are living in Chicago right now, you could contact the Chicago Israeli Embassy by phone or email and they also do walk-ins Monday thru Fridays 9:30AM to 12:30PM except national and Jewish holidays. More than likely they will tell your husband needs to do.

1-12-2006 Received initial packet - It has I-130, I-864 & DS-230 Part 1, DS-2001 & tons of instructions.

Gathering paperwork that we don't have:

5-30-2006 - I-130 FILED AND ACCEPTED BY AUCKLAND CONSULATE!- INTERVIEW: 6/13/2006

Also found information on the Ottawa Israeli Embassy site about requesting a certificate of Non-Criminal Record:

Certificate of Non-Criminal record

In order to obtain a certificate of non-criminal record you must:

1. Appear in person at the Embassy

2. Fill out an Application of non-criminal record (download form)

3. Present your passport

4. Bring 3 recent passport-size photographs, showing a front view of your face.

5. Know the exact address of the organization where the certificate will be sent to,

e.g. immigration authorities + your file number at the immigration.

The certificate cannot be given to the applicant but only to the institute or

body that requested it.

6. Fees: 6 Canadian Dollars (in cash only)

Please note: It can take 2-3 months to receive the non-criminal record certificate.
