Citizenship under 319 (e) - US military spouse overseas

Ok - so my friend and I are both sent our applications off a few weeks ago. We submitted our fingerprint cards that were done on Ramstein and enclosed a cheque for $595, since it states those who apply from overseas do not need to send in the biometric fee since you wont get them done. My friend received a letter back stating she needed to send the bio fee. The instructions on the USCIS all state that the fee should only be $595. She contacted both the regular hotline and the military one and was told the $595 is only for military members and not spouses. They say she will need to pay the extra fee even though they will accept the fingerprints that have been provided by military. Does this seem right to you guys? I just can't understand why this would be the case when documents like this ... http://www.uscis.gov/archive/archive-news/requirements-naturalization-abroad-spouses-members-us-armed-forces that clearly state applicants from outside the US pay $595.

I believe USCIS are correct.

From the N-400 instructions, page 10:

Since you aren't applying under Section 328 or 329, but 319(e), then it seems you are required to pay the biometrics fee.

Yeah but it also says this:

Fees – Include the correct fee. The amount depends on from where the application is filed:

• Applicants who file from outside the United States and had their fingerprints taken overseas (see above), should submit a check or money order for $595(USD) with the application.
• Applicants filing from within the United States should submit a single check or money order of $675(USD) with the application (the N-400 fee of $595 and biometrics fee of $80 combined).

Confusing if I do say so. I am interested in this too as we will be applying soon too. I know when we did the ROC, we still had to pay the biometrics fee even though we provided them with the fingerprints, but after we got everything back I re-read the instructions and for ROC we did still have to pay the biometrics.

Well Hypnos is correct. I just reread the instructions and the fee is required. (read the line above the quote that Hypnos put above on page 10) I tried to edit my original post, but the site wouldn't let me.
