DOS Case ID- IOS number help

My wife after she received the Immigrant Packet, forgot about the USCIS Immigrant Fee and when she entered through at the airport; customs keep her immigrant packet. Now when we try to register at USCIS to pay the fee so she can receive her green card, we are unable to register because she doesnt have her case ID or IOS number. We went to the closest USCIS service center and they say they dont have this IOS number that the NVC has, to call 603-334-0700. As most people who have tried calling its always busy.

Not sure where we go from here. She didnt make any copies of her immigrate packet, and I was in the US and she was in Vietnam.

Well we got it.

Its baffling why the NVC and the USCIS cant come up with a better system that what we have now. And the fact is most agents are trained very well either.

Anyway we its all in how you enter the numbers, nothing logical about any of it:
