So my birth certificate is in French, but I am fluent in both English and French. Can I provide a translation myself, and write a certified statement that I am fluent in both languages, instead of having to get a translator?

You cannot translate it yourself, but you don't have to pay to have it translated. Someone in your family or a friend that is fluent in both langage can do it for you and certifiy it with that model: http://www.visajourney.com/content/translations

Actually I did translate mine by myself and no one said a word about it! I'm fluent in French and wrote a sworn statement to go with my documents, and there was no problem. :)
