Police certificate needs to be sent from origin country directly to NVC?

Hello. I had petitioned for my husband on March 7,2014. He is from Uruguay. I am wondering if anyone had trouble getting their police certificate. I was planning on having my NVC packet ready for when I was approved, but I think the Uruguay police department wont give it directly to the person. I think they will only send it directly to the NVC. That could take an extra month or so. Has anyone had an experience like this, and if so, is there anyway to get around it?

There are several countries (Japan, Hong Kong, and some states in Australia) that will not return a PCC to the applicant - they send it directly to the Embassy/Consulate where the interview will take place. If Uruguay will ONLY send the PCC to the NVC, it would behoove you to have an IV cover sheet attached so that it can be automatically scanned in.

If Uruguay will only send the PCC to the appropriate Embassy/Consulate, that is usually not an issue as long as NVC is clearly aware of the fact that Uruguay does this (it has to be in their Adjudicator's Manual). If the PCC is going directly to the NVC, or to the Embassy/Consulate, be SURE to write that in your IV packet cover letter so the NVC reviewer knows what is happening.

DOS instructions for Uruguay police certificates mention nothing about them not being sent to the applicant.

Police Records

Available. Police records (Certificado de Antecedentes Judiciales) previously know as good conduct certificates (certificado de buena conducta) may be obtained from the "Direccion Nacional de Policia Tecnica" and/or Chief's of Police (Jefe de Policia) of each of the nineteen departments of Uruguay. Persons living abroad may apply through the Uruguayan Embassy or one of the Uruguayan Consulates and check for the updated procedures, to have fingerprints taken when needed, and their personal data sent to local authorities. When fingerprints are required, the applicant should then send the card to a relative in Uruguay to request the certificate. Applicants may also obtain their police records by sending a copy of their identity card to a relative in Uruguay who will then obtain the police records from "Direccion Nacional de Policia Tecnica". Non-Uruguayan former residents of Uruguay may obtain good conduct certificates only if they have an identity card that was issued to them while they were residing in the country. All police records must be certified by "Direccion de Asuntos Consulares" at the Ministry of Foreign Affaires in Uruguay. There may be fee for these services plus an additional fee if urgent processing is requested. Police Records are not issued to minor children under 18 years old.
