I intend to re-stuff all of my evidence from the I-130 back for the NVC to make sure everything gets to the embassy (and I will be bringing it with me when I go to India for the interview). Am I correct in assuming that the IV packet is the proper place to side-stuff the extra evidence? Thank you!

That is exactly what we did. Sent those extra evidence along with the IV package to NVC - Wedding pics, WhatsApp records, Phone records, gift receipts, money transfer receipts etc. Although, I doubt anyone at NVC had time to even look at these extra stuff, but I had hoped they will at least forward these to the cosulate for the CO to look at. At the consulate they returned all of these 'extra' stuff to my wife.

If you choose to side load, then yes you include it in the IV package with a note on the cover letter explaining what it is. You do not need to send evidence you already sent to the USCIS, but you can or you can bring a copy of that to interview. I suggest sending new evidence if you choose to side load at the NVC stage vs resending old evidence. I suggest taking everything possible to the interview as well.

**just to note, they will not review it, but they should include it along with everything else to the embassy or consulate**
