Trouble getting police certificate from Brazil

I know they ask you to send in police certificates from every country you've lived in since you were 16 years old and when I was 18 I lived in Brazil for about a year and 9 months. I wasn't able to register while I was there so I don't have an ID number or anything and I don't think I can get it online. I'm not really sure it's possible for me to have someone there get it for me there either. I was wondering if it would hurt my case if I didn't send in that one police certificate from Brazil?
