Yes..she can do medical in advance as long she had her case number already from NVC. With, CFO she can do that also to obtain a certificate, however she needs to go back to get the cfo sticker once the visa is on hand. That is needed before she can go to the USA.

CFO seminar can be done at any time. The sticker can be done pre-departure at the airport with a few days advance notice.

Married name. Her valid id's (SSS, NBI, etc.)must be in her married name too.

Not necessary. My wife had no ID in her married name when she did CFO and still has none to date nearly 2 years later. She's not changing the name in her passport until it expires.

CFO can be done anytime, don't need the case number to complete this... it is a Philippines requirement.

She can get everything done...all docs that she needs to get...certified birth certificate, certified CENOMAR, NBI clearance, if she worked in a foreign country, a police clearance...all of it is on the Embassy website under K1 requirements. She can schedule a Med Exam at anytime as long as she has a letter from NVC with her MNL case #. Also, you need to have all of your ducks in a row as to what requirements are demanded of you. I-134, 1040 Taxes, Employment Letter, Letter from bank...etc etc etc. Again, all of that is on the Embassy website as well as on the USCIS and NVC websites. Nothing is to be taken lightly...simply follow ALL of the instructions, make sure that your forms are properly filled out, that you have signed the docs, etc. Best of luck!
