when you have 1000 posts you get your first heart....then each 1000 after that

You get one when you hit 1000, and then 1000 posts for each additional heart, so 9000 posts in total to get all of them.

How do you know how many posts puts you up a notch on the scale?

Well, it varies. The first few blocks take about 10 posts each (I think), then the next take 50, and the later few take 100 (all of this is my guess!!). I do know for sure that it takes 750 for platinum, 1000 for first heart, and 1000 for each additional heart :)
