Yes, it seems odd to me as well. I've never heard of them calling anyone, for anything.

We got a call back from a USCIS officer in Pittsburgh in response to a letter we sent asking why the naturalization ceremony was taking so long to schedule. They do call, it isn't that unusual.

I received a call from USCIS after filing a complaint with the ombudsmen about the fact the LA office lost our file after approval - took two months (and some targeted emails within USCIS) to get the file moved to NVC. The ombudsmen called me after the file moved to NVC, so in that sense she was of no help to me (I was surprised at the call, however).

So yes, they do call (the USCIS rep wanted me to give her a run down on our experience, she seemed sincere). I don't think it happens often, and it's a good idea to be suspicious, particularly given your friend's circumstances.
