Does anyone know what "certified" translation means in the context of the documents required for the interview? I'm getting my diplomas translated by a certified ("yeminli") translator in Turkey and was thinking of getting them notarized as well, just to be on the safe side. Is this necessary? How about any attestation by the Turkish Foreign Ministry and/or the Turkish Embassy where I live (Abu Dhabi)? Or am I overthinking it as usual?

A certified translation is a translation of a document from one language to another by a professional translator with assurances that:

-He or she is knowledgeable in both languages in order to translate the document.

-The translation is complete and accurate.

Before I sent my I-130 for my husband I was asked to do the same according to the I-130 Instructions, but I did not notarized it, I don't think it is necessary. Relax don't overthink too much :)

Every document used as proof of something to get a visa needs to be translated. IF you are DV and proving you have the education then yes to translating school documents. If a family visa then school docs aren't required. ( but you may have to have then evaluated later for their value in the US. )

This will not be over quickly. You will not enjoy this.

Actually the usual DV instructions for consular processing are that the documents must be in either English or the official language of the country of interview. So I would normally say the guy should be fine with Romanian documents in Romania. There are however some countries that insist on English, for example Venezuela does not accept Spanish, only English. So to norbert I will say to you ...read the instructions. Between the general instructions and any country-specific info for Romania you WILL find the answer to your question.
