Put back in line for interview?

I'm asking this question on behalf of someone I know....

They had their citizenship interview a few days ago and passed the test but got the paper saying "decision cannot be made". The interviewing officer did not ask for any more documents and told the person that they will get something in the mail later in the week and even mentioned to them that their oath will likely be in another 3 or so weeks. Today they got an update on USCIS stating "your application for naturalization was put in line for interview scheduling".

What do you think they should make of this? If they request a second interview does the person usually get put back in line again first or does the interview just get rescheduled right away? Also, could it be an entry error and in fact their decision letter is on its way in the mail?

Any input from anyone who has been in this situation before would be helpful.

Anybody? I've scoured the internet and only saw one case of this happening before and it turned out to be an error in the case update system. Wondering if this is the case once again.
