You need to restate your question.

Is an LPR in the US applying for citizenship?

What are the ages of the children?

Are they married or not?

If you are asking if a person can come visit while a petition is pending for them to apply for an immigrant visa the answer is yes.

Timeline

There is no prohibition from her daughter visiting. The daughter can apply for a tourist visa but she will have to prove to the officer that she will return to her country at the end of the visit. She will need strong proof of this such as owning a home, spouse/children back home, a job or enrolled in school, etc. Forget about having a spouse, if she married prior to her mother gaining citizenship it will cancel the petition.
