I have just been advised that I have won the Green Card lottery - after five years of trying. Since I first started applying, I have gone from being single to having a steady girlfriend - but we are not engaged or married. Is there any possibility of also getting my girlfriend to the USA or is that just wishful thinking. Would getting engaged before or after submitting DS-260 form make any difference? Does that open us up to applying for a K-1 form at some stage?

Getting engaged either before or after you submit your form will make no difference at all for DV, it is only marriage that counts. Getting married before your interview will make her eligible for a green card as your derivative (expect lots of scrutiny to prove it's a bona fide relationship). If you intend to get married anyway this will be a much, much easier and cheaper route than trying to get her on a fiancée or spouse visa after you become an LPR.

Above answer is correct. Also, a greencard holder (which you will be for 5 years before being elligible for naturalisation) can only petition for a spouse, not a fiance, so the K1 fiance visa won;t be open for you for 5+ years.

Hoping that this fits here along the lines. Have a situation where my cousin a tourist visa holder for the U.S wife got selected for the DV lottery now the question is will engaging in the GC process jeopardize in any way shape or form his current tourist visa which is 3yrs multiple entries?

Thanks.

Usually the answer is no. Many people (myself included) have travelled on existing tourist visas to the US while a DV application is in process. However, this must be for temporary visits only, and on any particular visit he should take evidence that he plans to return home in the meanwhile (employer letter for example). He may not use his tourist visa to stay in the US and wait for his number to become current and adjust status there (as he cannot use a non-immigrant visa for immigrant intent). If he needs to apply for a new visa before he has his immigrant visa he will need to declare the immigrant application on the visa form if he has sent his DS forms in. If he gets an immigrant visa the tourist visa will however then be cancelled.
