That is an incorrect description of how social security's retirement system was originally designed.

Easing a Social Burden

The intent of Social Security was to allay a social burden that burdened the welfare system down when people had almost no income. Social Security was a program where wage earners could assist with their own retirement. They would put money towards unforeseen happenings like disability and unemployment. A program such as this would take a heavy burden off of the welfare system and keep the elderly and families from poverty.

And where in that write up does it say you were supposed to get "in proportion" to what you put in?

Early Benefits of Social Security

The early Social Security program included a basic retirement sum to be paid out to individuals depending on the sum of money the individual invested into the program. It would likewise provide unemployment benefits, old age benefits, aid to dependent children and a few grants for medical care. Benefits like disability and Medicare would be incorporated later.

Although the plan was designed to fill a critical need it lacked a good deal in the means of meeting that need. Originally more aged people were on welfare because it provided more than the Social Security program provided.

Yes, if you paid less you get less, if you paid more you get more.... but there's a cap. So the proportionality vanishes at the upper end. This was an element of the original design.

Right on the money. SS was meant to be an additional retirement fund to prevent anyone from not having a source of income. it was never meant to be the sole source of income for retirees. In fact, anyone who is only counting on SS for retirement is up for a rude awakening when they find out their checks will be meager and ever dwindling vis-a-vis the cost of living.

Of course there is a cap.. Don't hide behind that and pretend that's what you meant...

Now that I think of it.. the cap is on what you pay in - thats why our checks get larger towards the end of the year... So the payout is still always proportional to what is put in..
