My wife will become an US Citizen by the end of the year. Can she apply her brother for a tourist visa just to visit? Thanks!

No she doesn't apply for tourist Visa. Her brother has to submit application himself on his own merit showing very string ties to his country and convince the CO he will return to his country.

The application for Tourist Visa found on the Embassy website.

--pay the fee at CITIC bank [1008 rmb]

--fill out the online DS-160 form

--self schedule at ustraveldocs.com/cn

and that's it !

No.

The brother applies himself. He will be approved or denied based on his own merits and ties to his home country.

There's nothing your wife can do for him.
