Can I Make IV Fees payment without PD being current.. Have both case number and IIN

My priority date is 24th Sept, 2013. The last mail we got from NVC IN Feb 2014 included this clause,

The NVC may begin processing this petition prior to a visa number becoming available per the current edition of the Visa Bulletin. This allows ample time for the petitioner and applicant(s) to obtain and submit all required fees, forms, and documents. This petition, however, will not be eligible for an immigrant visa interview until its priority date is earlier than the cut-off date established in the current edition of the Visa Bulletin

The current cut off date is 01 Mar 13. If the bulletin advances each month by 3 to 6 weeks +-, September 2013 fliers maybe looking at April, May or June 2015 for dates to be current (This is not a prediction, just an analysis from the current events) I assume NVC would contact us to know when we can proceed with our petitions. Lets keep hope alive, it would soon be over. Who knows there might even be a jump. We would update each other as soon as we are able to proceed with our petitions or hear from NVC. I tried to access ceac now, same old story. Goodluck to us all.
