Can I Make IV Fees payment without PD being current.. Have both case number and IIN

VISA BULLETIN PREDICTIONS FOR SUMMER 2014

Every few months Charlie Oppenheim of the Department of State discusses predictions for future Visa Bulletins. MU Law has spoken with Mr. Oppenheim several times in the past and have always found that his projections are well thought out and very accurate.
Here are his projections for a recent conversation with AILA:
  • India EB-2: before the end of the summer India EB-2 will be into 2008.
  • Worldwide EB-2: no major changes.
  • Worldwide EB-3, including Philippines: as happens every summer, EB-3 may retrogress and even become unavailable until the new fiscal year that starts October 1, 2014.
  • China EB-3: demand has been steady since the China EB-2 and China EB-3 dates flip-flopped. China EB-3 may retrogress his summer.
  • National Visa Center: the NVC is now sending out Fee Bills 8-12 months in advance of the expected priority date becoming current. Previously, the NVC had been sending out the Fee Bills 12-18 months in advance.

i hope some people will be able to pay IV fees soon.

Hello, our PD is April 2014 cant rememeber exactly when - we got an email from NVC saying we have to wait blah blah - if we ring up will they give us an IIN over the phone, and will we be able to pay our invoices? I am guessing not... my wife is in the process of naturalisation and we just want to get everything done ASAP.

so the visa bulletin now for sept is on jan 2013, what are the best option for 2013 filler are we gonna wait for snail mail Fee Bills or we gonna do it online payment?

I've seen people go for online payment rather than time consuming snail mail feature

If you're going for snail mail you'll regret because NVC just updated the new business days ( 60 days ) to review things therefore with snail mail + long duration of reviewing it can take months.

oh thank you Philip Wu, for the input i think we gonna do the online payment, We hope we can access now the online payment portal, as far as i know late quarter 2013 filer still can not access the payment section hope it open soon... or wait what it come first...

Before month end...late 2013 fliers should be able to proceed with payment. But you guys should keep trying though

you're right it's still August but i can feel them .
